Yes, smartphones with IP68 have enabled Scard to be Waterproof & Dustproof.

What is IP68?

The International Electrotechnical Commission established the standard of IEC 60529 to define waterproof and dustproof. The digit "6" means that it is wholly dusted tight, even if filled with dust, and can be used in harsh environments (dusty or high humidity). The number "8" means that it is protected against water penetration, even if submerged in 1 m of water for up to 30 minutes.

Therefore, the smartphone with IP68 is entirely dust-tight and can be used underwater at up to 1 meter for about half an hour.
